Thailand Creates Fifth Armed Forces Branch for AI and Robotics
Thailand's armed forces are launching the Joint Capabilities Command, described as a "fifth branch" alongside the army, navy and air force. The new structure takes effect October 1, 2026, and will oversee artificial intelligence, combat robotics and unmanned vehicles.
Thailand's armed forces have announced a new command structure dedicated entirely to artificial intelligence, robotics and autonomous technologies. The Joint Capabilities Command, or JCC, is set to become operational on October 1, 2026, and has been described by the Thai army's commander-in-chief as a "fifth branch of the armed forces" alongside the army, navy and air force.
What was announced
The announcement was made by General Ukrit Boontanon, Chief of Defence Forces of the Royal Thai Armed Forces, during a seminar on the military's digital transformation held at armed forces headquarters in Bangkok. According to him, the JCC is meant to become the central hub for developing advanced defense capabilities that are currently scattered across the individual service branches and not sufficiently integrated with one another.
The new command will focus on five areas: artificial intelligence, electromagnetic spectrum operations, military robotics, air defense and space technologies. In practice, this means taking over oversight of autonomous equipment, drones, ground robots, unmanned underwater and surface vehicles, that are meant to carry out tasks previously entrusted solely to soldiers.
Why now
The JCC project has already been approved by the Defence Council and has entered the operational trial phase. General Ukrit said the new structure's first three years will be devoted to refining the concept and building a digital strategy, with the rollout of automated systems proceeding on an annual cycle so that the division of tasks between the army, navy and air force under a joint doctrine can gradually be clarified.

The general justified the urgency by pointing to the pace of technological development. He said the curve of technological progress is now rising exponentially, almost vertically, so the military must start acting now, accepting the risk of mistakes as part of the process of learning and adapting its systems.
Three levels of autonomy
The Thai command has adopted a three-tier model for deploying autonomous systems. At the first level, combat decisions remain in human hands and the machine only supports the operator. The second level allows systems to operate relatively independently, but under intermittent human oversight. The third and most far-reaching level envisions full machine autonomy in environments deemed too dangerous for humans, such as mine clearance or areas at high risk of attack.
This tiered approach is meant to let the military gradually build trust in AI systems rather than handing them full control all at once. The command notes that even the most advanced combat robots today remain limited to carrying out pre-programmed tasks and cannot independently respond to rapidly changing situations on the battlefield.
Regional context
Thailand's decision fits into a broader trend of military modernization in Southeast Asia, where neighboring countries, including Vietnam, are developing their own defense robotics and AI-based systems programs, drawing in part on annual robotics competitions organized by military academies. Vietnamese media, which were the first to describe the Thai project in a regional context, note that the global military robotics market was worth more than $24 billion in 2024 and is expected to grow by nearly 7 percent annually.
Powers outside the region are taking similar steps. The United States, Russia and China have for years been developing autonomous combat drones, unmanned tanks and integrated AI-supported command systems. Establishing a separate branch of the armed forces solely to manage such technologies is nonetheless a rare move, and it shows that Thailand is treating this shift not as an add-on to its existing structure but as an equal pillar of national defense.
What's next
The JCC's launch is scheduled for October 1, 2026, but General Ukrit noted that fully refining the concept and digital strategy will take at least three years. During that time, the command is expected to test successive autonomous systems and gradually clarify the division of responsibilities between the new branch and the existing army, navy and air force.
For observers outside Thailand, the project signals that mid-sized countries with limited defense budgets see artificial intelligence as a way to quickly close the technological gap with larger neighbors, rather than simply expanding troop numbers. Whether the JCC model works will only become clear once the initial operational trial period, planned for the coming years, plays out.
